It's a plug-in for Firefox users. It does a lot of what you're talking about, but only on the web. It shows Flickr thumbnails inline, and embeds video players for YouTube and Viddler videos. It's also a URL-shortening service that displays the destination URL for shortened URLs below tweets (not quite as snazzy as a thumbnail preview, but at least you know what domain you're being sent to). Also, inline photos, videos, and link destination previews are only scratching the surface of what I think a desktop application should be able to do.
